Ross received the award during a reception at the Greater Hot Springs Chamber of Commerce. "It is a tremendous honor to receive this award from the U.S. Chamber of Commerce," Ross said. "Increasing economic development opportunities throughout Arkansas's Fourth Congressional District is my number one priority and I will continue to keep my promise to be an economic ambassador for the region. Our small businesses are the engines of our local economies and I am committed to working in our nation's capitol to advance legislation that will help us rebuild our sagging economy by protecting the jobs we have and creating new jobs." The Chamber's prestigious Spirit of Enterprise is awarded annually to members of Congress based on based on rankings for key business votes. These designated key votes are recorded floor votes on issues established as priorities on which the Chamber communicates its position prior to the vote. Those members of Congress who support the Chamber's position on at least 70 percent of those votes receive the award.
